Join Ontario Health Supply Chain team as a Specialist, Sourcing, for IT procurements and take on a meaningful role where your expertise will drive the acquisition of digital goods and services that deliver maximum value, support strategic goals, and align with organizational procurement policies.
In this role, you’ll focus on moderately complex sourcing within the dynamic and fast-evolving Digital and Information Technology category. Collaborating with internal stakeholders across the organization, you will lead impactful sourcing initiatives, craft effective procurement plans and RFx documents, and manage contracts that directly contribute to advancing Ontario Health’s mission of improving the healthcare system for all Ontarians.
Here is what you will be doing:
- Contribute to quarterly and annual sourcing plans for the assigned portfolio and category. Support the Portfolio Manager in developing sourcing plans, developing cost models for IT initiatives, especially by providing information about the Digital and Information Technology portfolio.
- Meet with internal stakeholders to determine and document their sourcing needs, providing guidance on procurement policies, processes, and requirements to ensure alignment and successful progression through the procurement lifecycle.
- Develop sourcing documentation and manage sourcing project plans in conjunction with stakeholders.
- Prepare comprehensive RFx packages, ensuring alignment with stakeholder requirements and compliance with procurement policies. Execute RFx processes effectively, managing timelines, communication, and adherence to Ontario Health’s procurement standards and approval process.
- Analyze market intelligence and competitive environments to identify sourcing opportunities, leveraging data to inform procurement decisions and enhance value delivery.
- Responsible to manage and monitor the sourcing process to ensure compliance with policies and process.
- · Manage internal stakeholders to evaluate bids and finalize selections.
- · Ability to negotiate simple terms and conditions under the supervision of Ontario Health Legal counsel to establish acceptable terms and conditions for contract negotiations. Provide guidance to internal stakeholders on reviewing and interpreting contract provisions.
- Manage a portfolio of contracts which includes the performance of one or more categories and sourcing initiatives. As required, monitor contract compliance and work with key stakeholders on contract performance.
- Draft briefing notes and other documentation as needed, in relation to contracts and sourcing activity.
- Create and issue purchase orders.
- Contribute to the development and management of a consistent approach for all Ontario Health contract methodologies.
- Provide input and support in the development of sourcing guidelines, policies, tools, and templates.
- Be attentive and apply professional skepticism to areas of fraud risk and abide by the internal controls designed to prevent and detect fraudulent activity. Report any actual, alleged, or suspected fraud in accordance with procedures, and report any believed gaps in internal controls to management.
Here is what you will need to be successful:
Education and Experience:
- Undergraduate degree in Supply Chain Management, Business Administration, Commerce, Law, or a related field, or equivalent procurement experience.
- Minimum of four (4) years of relevant work experience, including at least two (2) years in sourcing or contract management
Knowledge and Skills:
- Expertise in procuring one or more of the following: corporate services, IT, clinical services, facilities, or consulting.
- Familiarity with legal contract terminology and best practices in procurement.
- Experience supporting procurement activities in healthcare, finance, pharmaceutical, or human resources.
- Proficient in eSourcing platforms, ERP applications, MS Office, and Excel.
- Exceptional negotiation, organizational, and time-management skills.
- Strong verbal and written communication abilities, with a focus on stakeholder collaboration.
- Ability to influence and build credibility across all levels of management.
- Detail-oriented with a proactive and assertive approach to problem-solving.
- SCMA certification or equivalent is an asset.
