As the Senior Program Lead, you will be accountable for providing strategic security policy and program expertise, advice and support recommendations to stakeholders, senior management, and program users on a range of contractor security screening program matters and requirements.

Key responsibilities will include:

• Provide advice and recommended approaches to complex security screening decisions
• Develop and deliver end-user training and educational materials to program users
• Provide direction and recommendations to internal and external stakeholders, including the Vendor of Record for security screening, Triton Canada Inc., and the Ontario Provincial Police (OPP)
• Lead projects and recommends and implements program changes
• Provide leadership in the research and development of corporate policies, directives, guidelines, procedures and best practices by identifying trends in the areas of public and private sector procurement, competitive contracting and supply chain management
• Analyzes the effectiveness of existing policies, practices and directions, conducts comparative analysis and prepares recommendations
• Establishes and maintains key relationships with executive stakeholders and partners

In this pivotal role, you will be a core member of an established team ensuring the best possible combination of money spent and value received for Ontarians. Your expertise will play a key role in mitigating risk for the province and ensuring compliance with security screening best practices.

Successful candidates will demonstrate the following:

Leadership and Project Management Skills:

• Able to lead, research, and evaluate policy/program projects and prepare recommendations
• Experience mentoring, guiding, and training staff
• Knowledge of change management methodologies and processes

Policy Development and Technical Expertise:

• Demonstrated experience interpreting, applying, and communicating corporate policies, and federal and provincial legislation as it relates to security, privacy, records management
• Knowledge of government contract management and related legislation, policies, and practices
• Knowledge of corporate policy/program development, decision-making, and approvals
• Familiar with current trends and developments in private sector provision of security screening services

Stakeholder Management and Communication Skills:

• Ability to develop, prepare and present policy/program proposals, reports to address and resolve contentious issues, and provide expertise on security program issues
• Relationship management skills to consult, negotiate and work effectively with business and technical partners and stakeholders
• Ability to negotiate and influence clients and discuss/resolve complex policy/program related issues

Issue Management and Analytical Skills:

• Provide strategic thinking, political acuity, and advisory skills in order to encourage new approaches to security screening and develop practical business solutions
• Quantitative/qualitative research, data gathering, analyses and evaluation skills
• Understand and can apply risk assessment and risk management principles
• Design and lead/conduct research and analyses, and undertake environmental scans to identify trends and developments

Technical Knowledge and Skills

• Knowledge of preventative security strategies, security investigation methods and checks, interviews, and procedures
• Proficient in computer software applications including word processing, presentation, spreadsheet, database and web-based systems in order to research information, produce reports/correspondence and access information
